			<content:encoded><![CDATA[<p><strong><span style="color: #0000ff;">We are looking into re-establishing our Neighborhood Watch Program.  If  interested in participating, please contact the Fairwinds office at  410-267-0566.</span></strong></p>
<p>Neighborhood Watch works when citizens take an active role in making  their community safer. The Annapolis Police Department, in cooperation  with the communities it serves, has a Neighborhood Watch Program that is  over 5,000 citizens strong.</p>
<p>Neighborhood Watch is crime prevention program that:</p>
<ul>
<li>Teaches citizens techniques to reduce the risk of being victimized at  home and in public</li>
<li>Trains citizens on the importance of  recognizing suspicious activities and how to report them</li>
<li>Teaches participants how to make their homes more secure and properly  identify their property</li>
<li>Allows neighbors to get to know  each other and their routines so that any out of place activity can be  reported and investigated</li>
<li>Mostly, Neighborhood Watch ia  a cohesive body of concerned citizens addressing issues that concern  the entire community</li>
</ul>
<p>Neighborhood Watch IS NOTa  vigilante force working outside of law enforcement or aprogram designed  for participants to take personal risks to prevent crime.</p>
<p>Monthly  meetings are designed to give members maximum exposure to the latest  trends in personal and community safety through crime updates,  multi-community networking and speakers on related topics. Meetings  allow for an exchange of ideas on how APD can make communities safer and  enhance the quality of life in Annapolis. Meetings held on the second  Tuesday of every month.</p>

			<content:encoded><![CDATA[<p><strong>Pets at Fairwinds</strong></p>
<p>In compliance with Anne Arundel County law, which requires registration of pets, including cats, Fairwinds also requires that every animal owned by a resident must be registered with the Association Office (forms are available at the office or <strong><a title="Animal Registration" href="http://www.fairwindscondos.org/pdfs/Animal_Registration.pdf" target="_blank">here</a></strong>).</p>
<p><strong>Fairwinds bylaws allow residents to have </strong><strong>one (1) small, manageable house pet</strong>:</p>
<p><span style="color: #24435d;">The maintenance keeping, breeding, boarding, and/or raising of animals,  livestock, or poultry of any kind, regardless of number, shall be, and  is hereby prohibited within any Unit or upon any common elements, except  that this shall not prohibit the keeping of a small, orderly house pet  provided that it is not kept or maintained for commercial purposes or  for breeding. Pets shall not be permitted upon the common element <strong><a title="fairwindsmap.pdf" href="http://www.fairwindscondos.org/pdfs/fairwindsmap.pdf" target="_blank">except  in areas designated by the Board of Directors</a></strong>. All pets shall be  accompanied by an adult and are to be carried or leashed. Any member who  keeps or maintains any pet upon any portion of the Property shall be  deemed to have indemnified and agreed to hold the Association, and each  of its members free and harmless from any loss, claim, or liability of  any kind or character whatever arising by reason of keeping or  maintaining such pet within the Property. The Board of Directors shall  have the right to order any person whose pet is a nuisance, to remove  such pet from the Property.</span></p>
<p><strong>For full information regarding pet restrictions, please consult your <a title="Governing documents" href="http://fairwindscondos.org/home/governing-documents/">governing documents</a></strong>.</p>
<p>Remember while walking please carry a bag and <strong>always pick up after them in <span style="text-decoration: underline;">all areas</span></strong> – after all it’s the law! Dogs must be on leash and under control by their owners/handlers at all times and may only be walked in designated &#8220;<a title="Fairwinds Map" href="http://www.fairwindscondos.org/pdfs/fairwindsmap.pdf" target="_blank">pet areas</a>&#8221; on the property. Cats cannot run &#8220;at Large&#8221; on Fairwinds property. Pets are not permitted to remain unattended on patios and balconies. <strong>Pet doors and outdoor litterboxes are strictly prohibited</strong>.</p>

<p><strong>Stop that Barking!</strong></p>
<p>Dogs left alone all day get bored and restless, and many find relief in barking. Some respond noisily to any and all activity. But, nothing is as annoying as incessant barking—even for dog lovers. If your dog is a yapper or a yowler, please consider some of these bark-abatement ideas to keep the noise down in your area. Your neighbors will thank you!</p>
<ul>
<li>Training. Always the first recommendation for any behavioral problem! Help is as close as the Yellow Pages/internet. Training not only helps your dog, you’ll be surprised how much it helps you, too. You may get some insight into <em>why</em> your dog barks so much, or what it is trying to communicate.</li>
<li> Citronella collars. A humane alternative to the electric-shock, anti-barking collar and costs about the same. Available on the web and in pet stores.</li>
<li>Confinement. Sometimes simply bringing an outspoken dog indoors or confining it to a crate can cut down on the disturbance to neighbors.</li>
<li>Reduce stimulus. Close drapes to help muffle street noise, or leave a radio on to mask it. Disconnect telephones and doorbells before leaving your home if they upset your dog or make it bark.</li>
<li>Companionship. Dogs are pack animals; they need companionship &#8211; Consider a mid-day visit from a pet-sitting service, or drop your pooch off at a friend’s place or a day-care facility once or twice a week.</li>
</ul>
<p><strong>In accordance with Fairwind&#8217;s Bylaws, Section 13 (i):  &#8220;The Board of Directors shall have the right to order any person whose pet is a nuisance, to remove such pet from the Property.</strong></p>

Keys are available at the Association Office for a nominal fee. The Board of Directors has established a few rules that apply to all players. Those under 18 years of age and their guests may use the courts at any time, however they are asked to relinquish the courts after 6:00 pm when requested by those 18 years and older. Playing time shall be limited to one hour when others are waiting. Rubber soled shoes must be worn at all times. Children under 6 years of age must be accompanied by an adult when in the vicinity of the courts. It is the responsibility of the last person leaving the courts to be certain that the gate is secured and locked.</li>
<li><strong>Playgrounds</strong><br />
One playground with swings, slides, sand boxes, etc. is available for our small fry.</li>
</ul>

<li>Picnic Area</strong><br />
There is a picnic area with grills and tables available for residents use located between the tennis courts. Residents are asked to clean up after themselves when making use of this area.</li>
</ul>
<p>There is an athletic field adjacent to the swimming pool for football, baseball, frisbees, etc. (along Georgetown Road.) <strong>This is not a pet relief/off leash dog area</strong>.</p>

<p>Fairwinds policy requires all residents register their vehicles with the Association Office to get a decal which must be fixed to the car and visible. If you know of any residents that do not have decals on their vehicle(s) please let the office know. We will follow up with these residents. Your help in making Fairwinds a better place for everyone to live is greatly appreciated.</p>
<p><strong>Towing</strong></p>
<p>We would like to take this opportunity to advise our residents that Fairwinds Condominiums has entered into a towing contract with North County Towing.</p>
<p>You will notice their signs posted throughout the community with pertinent information such as their phone number in case your vehicle is towed for any reason.</p>
<p>Our staff, as well as our security team, will continue to ticket vehicles throughout the community that are in violation of the law or Condominium Regulations. In order to have your vehicle parked in Fairwinds lots please remember that all vehicles must have current tags/stickers as well as proper Fairwinds decals, etc. Rules of safety and operation of any vehicle as followed by the State of Maryland is also required of any vehicle in our parking areas. Our parking is limited and we therefore do not allow abandoned or stored vehicles. All such vehicles as indicated here will be ticketed and given appropriate notice (48 hours) to come into compliance with the violation noted. If, after that time, the vehicle is still in violation, our staff will contact the tow company to authorize towing of the vehicle.</p>

We do this because City ordinances require that grills must be at least 15 feet away from any structure when in use. Failure to comply with this law can result in a fine imposed by the City. Fire codes also prohibit the storage and/or use of propane gas grills and/or tanks on the patios and balconies of any unit.</p>
<p>There is absolutely no use or storage of grills allowed on balconies / Patios.  Townhouses on Georgetown Court are exempt from these restrictions.</p>

<h3><strong>Notification To All Licensed Residential Rental Property Owners</strong></h3>
<p>Effective immediately, all leases or agreements for the occupancy of a dwelling unit for which an operating license is required shall be bound by and include the following statement which cannot be waived by either party:</p>
<p>Section 18.04.010 of the City of Annapolis code requires that leases offered to prospective tenants specify that &#8220;&#8230; all maintenance, including repairs and replacements due to normal wear and tear, but not including those resulting from negligence or deliberate damage by the tenant, is the responsibility of the Landlord who shall arrange for maintenance in a timely manner. As a minimum, leased units must be maintained in full compliance with the residential housing standards as enumerated in Chapter 17.40 of the Code of the City of Annapolis and applicable provisions of the Annotated Code of Maryland. Repairs of dangerous defects by the Landlord are subject to Section 8-211 of the Real Property Article of the Annotated Code of Maryland. All maintenance, repairs or replacements resulting from negligence or deliberate damage by the Tenant is entirely the responsibility of the Tenant. At the Landlord’’s option, the Tenant may be required to arrange for appropriate repairs, and pay for such repairs directly to the contractor.</p>

Storage of items is not permitted. Plants should not be allowed to grow higher than the railing height. No items (clothes, towels, etc.) are to be hung over the patios or balconies or on the railings. Nothing should be placed and/or attached to the outside of the railings (i.e. plant holders, flags*, etc.).</p>
<p>* In accordance with <a title="HR 42 Flag" href="http://www.govtrack.us/congress/billtext.xpd?bill=h109-42&amp;show-changes=0" target="_blank">H.R. 42 &#8211; the Freedom to display the American Flag Act of 2005</a>, United States Flags are allowed within the owner&#8217;s exclusive use space. Due to safety concerns, they must not extend outside the confines of balconies. etc.</li>

<li><strong>Satellite dishes</strong><br />
Satellite dishes are permitted on balconies and patios in Fairwinds.  However, all satellite dishes must be kept within the confines of the residents &#8220;exclusive&#8221; use area. Satellite dishes may not be installed in any common area (grounds, roof, siding, etc.).  Dishes may NOT be attached to railings or fences.  Residents must complete a satellite dish request form before installing their dish.  This form is available in the Fairwinds office.</li>
<li><strong>Building landings, foyers and entryways</strong><br />
These are not to be used for the storage of items (this includes plants, furniture, trash, etc.). It is a safety hazard. Any items that may be found in these locations will be subject to removal and disposal at your risk and expense.</li>
<li><strong>Trash</strong><br />
Help keep your neighborhood clean: Dispose of trash properly. Use the dumpsters located throughout the property for trash disposal. Do not leave trash (including cigarette butts) on the grounds or around the buildings.</li>
