Pets at Fairwinds

In compliance with Anne Arundel County law, which requires registration of pets, including cats, Fairwinds also requires that every animal owned by a resident must be registered with the Association Office (forms are available at the office or here).

Fairwinds bylaws allow residents to have one (1) small, manageable house pet:

The maintenance keeping, breeding, boarding, and/or raising of animals, livestock, or poultry of any kind, regardless of number, shall be, and is hereby prohibited within any Unit or upon any common elements, except that this shall not prohibit the keeping of a small, orderly house pet provided that it is not kept or maintained for commercial purposes or for breeding. Pets shall not be permitted upon the common element except in areas designated by the Board of Directors. All pets shall be accompanied by an adult and are to be carried or leashed. Any member who keeps or maintains any pet upon any portion of the Property shall be deemed to have indemnified and agreed to hold the Association, and each of its members free and harmless from any loss, claim, or liability of any kind or character whatever arising by reason of keeping or maintaining such pet within the Property. The Board of Directors shall have the right to order any person whose pet is a nuisance, to remove such pet from the Property.

Remember while walking please carry a bag and always pick up after them in all areas – after all it’s the law! Dogs must be on leash and under control by their owners/handlers at all times and may only be walked in designated “pet areas” on the property. Cats cannot run “at Large” on Fairwinds property. Pets are not permitted to remain unattended on patios and balconies. Pet doors and outdoor litterboxes are strictly prohibited.

Stop that Barking!

Dogs left alone all day get bored and restless, and many find relief in barking. Some respond noisily to any and all activity. But, nothing is as annoying as incessant barking—even for dog lovers. If your dog is a yapper or a yowler, please consider some of these bark-abatement ideas to keep the noise down in your area. Your neighbors will thank you!

  • Training. Always the first recommendation for any behavioral problem! Help is as close as the Yellow Pages/internet. Training not only helps your dog, you’ll be surprised how much it helps you, too. You may get some insight into why your dog barks so much, or what it is trying to communicate.
  • Citronella collars. A humane alternative to the electric-shock, anti-barking collar and costs about the same. Available on the web and in pet stores.
  • Confinement. Sometimes simply bringing an outspoken dog indoors or confining it to a crate can cut down on the disturbance to neighbors.
  • Reduce stimulus. Close drapes to help muffle street noise, or leave a radio on to mask it. Disconnect telephones and doorbells before leaving your home if they upset your dog or make it bark.
  • Companionship. Dogs are pack animals; they need companionship – Consider a mid-day visit from a pet-sitting service, or drop your pooch off at a friend’s place or a day-care facility once or twice a week.

In accordance with Fairwind’s Bylaws, Section 13 (i):  “The Board of Directors shall have the right to order any person whose pet is a nuisance, to remove such pet from the Property.


Buildings & Grounds

  • Patios and Balconies
    Patios and balconies are the responsibility of residents and should be kept neat and orderly. Storage of items is not permitted. Plants should not be allowed to grow higher than the railing height. No items (clothes, towels, etc.) are to be hung over the patios or balconies or on the railings. Nothing should be placed and/or attached to the outside of the railings (i.e. plant holders, flags*, etc.).

    * In accordance with H.R. 42 – the Freedom to display the American Flag Act of 2005, United States Flags are allowed within the owner’s exclusive use space. Due to safety concerns, they must not extend outside the confines of balconies. etc.

  • Satellite dishes
    Satellite dishes are permitted on balconies and patios in Fairwinds.  However, all satellite dishes must be kept within the confines of the residents “exclusive” use area. Satellite dishes may not be installed in any common area (grounds, roof, siding, etc.).  Dishes may NOT be attached to railings or fences.  Residents must complete a satellite dish request form before installing their dish.  This form is available in the Fairwinds office.
  • Building landings, foyers and entryways
    These are not to be used for the storage of items (this includes plants, furniture, trash, etc.). It is a safety hazard. Any items that may be found in these locations will be subject to removal and disposal at your risk and expense.
  • Trash
    Help keep your neighborhood clean: Dispose of trash properly. Use the dumpsters located throughout the property for trash disposal. Do not leave trash (including cigarette butts) on the grounds or around the buildings.

Storage Bins

Fairwinds has a limited number of storage bins located in the basement of Building 205 Victor Parkway. Condominium Owner-occupants (excluding owner-occupants of townhouse units) are eligible to have a bin if available. Bins are assigned on a “first come-first served” basis according to the waiting list on file at the Association Office.

Here are some additional basic guidelines/rules for the use of storage bins:

  1. No more than one (1) storage bin will be assigned to any owner-occupant
  2. Upon assignment of a storage bin, a $2.00 payment will be required for a key to the entrance door. The $2.00 charge will be refunded when the bin is cleared and the key is returned to the office.
  3. All storage bins must be secured by padlock supplied by the owner.
  4. A storage bin may not be retained by an owner-occupant when vacating his/her unit and is not transferrable to a new owner-occupant.
  5. Only articles approved by the Fire Code may be stored in a storage bin and may not be stored in such a manner as to interfere with the automatic sprinkler system. All storage bins will be subject to periodic inspections by the Fire Department
  6. No article whatsoever may be stored in the open areas or walkways within the basement in which the storage bins are located.
  7. Any article(s) stored in the storage bins are stored at the owners’ risk. The Association assumes no responsibility or liability for damage to, or the theft of, any article(s) stored.
  8. Prior to occupying an assigned storage bin, and as a condition for such occupancy, each owner-occupant shall be required to agree to and execute a License Agreement (available at the Fairwinds office).
